And yeah, I guess your scenereo (sp?) happens a lot. What does happen a lot here is shootings every night in specific URBAN neighbourhoods. You want to get illegal guns and drugs off the street, show up with a couple hundred units, cordon off the area and do a house to house search. They would net a boat load of illegal stuff.

You probably should read the 4th amendment;
The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.

Analogy: decades ago, the FDA decided to regulate medical device manufacturers like they did for drug companies. (2 distinctly different industries) Wisely, the medical device industry asked themselves, "Why don't we propose some reasonable regulations that will address the FDA's concerns, rather than have the FDA write a bunch of crazy sshhiitt from scratch?
