More than a few of the northern states have navigable waterways defined by a log length at spring flood, or some approximation thereof. Logs used to be a prime resource...not to be confused with lumber! Where I grew up, if you could get your feet wet, it was probably navigable.
I would like to think that western water rights would get redone in the interests of the public and the environment, but I am not holding my breath. Lawns and golf courses in the desert never made any sense to me. (Nor for that matter, rice or cotton in California)
