Amen. I was just starting to say that. It may have nothing to do with the hyd fluid or filters and over the winter and just starting things back up you may have bumped the draft control lever. It needs to be in whatever position disables draft control. Check your owners manual for that.Make sure the draft control is not engaged.
now to figure out what where all that is... the manual is terrible.I had this problem with my JD 4010 (like a 2019E if made today). They put the bottom pins in the wrong location. It made the top link have to be longer than the lift arms. This tended to drive the brush hog to the ground. Would lift the front quite a bit but would drive the tail wheel down such that it was barely off the ground. Relocating the bottom lift pins on the LX4 did the trick.

Down is disabled? On my Massey all the way UP is disabled for draft control. Of course it could be opposite on various brands. Just wondering if you are sure which way is disabled.that part it easy.. it is next to the position control lever. it is down/disabled.

By far the biggest clue we have here is that the 3pt lift worked fine when you parked it, it sat over the winter and now it won't lift your bush hog ... that needs to be in large bold print as we puzzle over this one.
