I've decided that I'm going to repaint them green and then roll on heculiner on the top and the step. Since I don't need much, it wasn't bad to just get a quart and a foam roller. I'll sandblast the pieces before paint, so scuffing won't be an issue.
I've actually had pretty good luck with Rustoleum's etching primer and automotive paint in rattle cans for this project. They have JD green, so I'll use that for this part as well. The trick is that you really want the part to sit for at least 72 hours after painting for it to cure and harden.
