Repurpose. Fill with dirt for a planter. Bury them a bit and make a small pond.
If you have a bunch, you could stack them like pillars for a covered shed.
If you can cut them, they make ok bumpers for docks.

If it is fixable and usable....tires are expensive these days.
How did you acquire it? From the picture it appears to have been setting outside for some time, which makes the rubber wear fast, and causes stiff sidewalls. Do you have any plans to put in a firing range? IF you can cut it in half, it would a good base to build gravel over.
Even though we have a tire tax, there still can be a per pound price to get rid of them. Fortunately my town doesn't charge, as they know we already have too many tires dumped out in the woods.
