I've never seen a town dump the stuff-that-resembles-dirt that they clean out of the ditches back in the road. Any town I've lived in will give it to residents for fill if you ask. The state used to as well, but now they take it to some sort of holding area.
Town maybe true. The county around mostly just fills the ditches with the gravel from the road. Once the road washes out because the ditches are full, they come by and pull the crap from the ditch and spread it around. SOME times they dump some more creek rock on the roads.
I have never seen a grader with support crew or something that could load material into a truck to move it. I only speak of MY local observation.

Sounds similar to what’s been done here for probably a hundred plus years, just no rock involved. Clay based roadbed hopefully with sandy soil on top. Folks avoid when possible a road that has just had the ditches “pulled”.
Pull it out then spread to build the road back up. Recycling 😳. Example:

There should be more to it than that, however. Over time grading tends to put some of the gravel into the ditch. A good operator can supposedly bring it back out, but roll the "trash" and sod off the top. That's what they taught us when we were learning how to tell an operator how to do it...

It would be interesting to see Ovrszd's comment on that idea, but he seems to have made himself scarce.

Same way they did it on our gravel road in MO. when I was growing up. Both My Dad and Uncle had ran graders for the county (Laclede), my Uncle still did when I was a kid and I got to ride with him from our house to the gravel road end and back as they usually had to make a few passes. I think I got to do that a couple times.
Must be a difference is people and/or the road material as we always loved it when they graded our road and the washboards and pot holes were filled in, trash wasn't much of an issue or at least anything more than a few hamburger wrappers and paper cups.

Might be a regional thing. No such thing as county roads in my state.

around here they pull or scrape the shoulders back to the road but never go in the ditch … but our road are built on muskeg or clay so the road are elevated pretty high and unless you want to get stuck you don’t go too far down … plus it’s not some nice material down there so they wouldn’t do that. I can see it when the road is built on top of good material and really shallow ditch’s.
