On tractors just go back to the tier 3 or early tier 4 interim requirements, the early common rail tractors were very efficient and reliable up to about 2011.

Not going to happen. But what will happen is the farmers who delete DEF will have to be pretty proficient mechanics, because no dealer or other licensed repair business will work on them when they need repairs.

Anyone know of anyone that has paid such fines....or any fines for that matter ?
Individuals don’t get fined, but repair shops do. So finding repair work becomes unobtainable unless you have all the diagnostic and other equipment to do everything yourself.

Seems there have been a few where the dealer shops could not keep them running even when new. In many cases it's cheaper to buy the tools than the cost of hauling to the dealer.
Neither of my tractors have been back to a dealer (or other shop) some repairs have been quite the learning experience
To date I have been able to correct emission errors on my LS without resorting to removing/gutting the system, but I came close once.
I tended to buy tools to tweak my road cars, now I don't drive enough to bother.

It's getting harder but the Chinese release new tools all the time and they are getting better. I had one to program keys for a bunch of brands and it worked well. I also have almost a Star Scan system for dodge except the mothership access. The tech changes so fast I don't even try to keep up until I need something.

I just assumed there was proprietary software. But it is an uninformed assumption.

Lot's of stuff reverse engineered overseas. Sometimes things are manufactured and a percentage walks out the back door be sold, or are damaged/seconds, etc

There have been some individuals fined;
the whole thing is over bearing, over reaching bureaucratic twits that need to be reined in severely.
