NC law on Emission Controls on vehicles. There is no emission testing in many areas of the county... with no testing and no inspection how would they know? Yes it is against Federal Law and you may have the EPA or FBI after you IF they know.
Vehicle inspection in the United States - Wikipedia
No safety, emissions, or VIN inspections at all
Even your home state (my former) only has emission testing annually for 19/100 counties. The other 81 counties to not have emission testing at all.
- Alaska
- Arkansas
- Iowa
- Michigan
- Minnesota
- Mississippi
- North Dakota
- South Carolina
- South Dakota
- Washington
Then there is this from the NC DMV below, guess you title that truck in NC since diesels are exempt from emission testing.
Exemptions
Vehicles are exempt from emissions inspections under the following conditions:
AND If you spent more than $200 to fix an emission failure you will get a waiver from the DMV to register your vehicle.
- Some light-duty vehicles less than 3 years old or have fewer than 70,000 miles
- Vehicle is 20 years old or older
- Diesel-operated
- Registered as a farm vehicle
