Bought a new Tarter 6ft tiller. It has a PTO slip clutch which I've never had any experience with before. When I noticed the retaining pin/bolt was missing I called and asked about that and they said just use a bolt and nut with lockwasher. What a PITA that is to hookup under a PTO guard. Is there any way to make this an easier PTO hookup?

The slip clutch goes on the implement side of every application I have ever seen. Is that where you are connecting it?
If there is a pto shield on the implement itself, just remove it for the install.

I'll have a look. Maybe the dealer put it on backwards.

From your second picture it is installed backwards. The clutch should be sitting inside of that black plastic code on the tiller gearbox end, and the twist or slip collar that is attached to the tiller is what gets connected to the tractor.

I went out and confirmed. I can feel the spring-loaded pin on the tiller-side. Will have to get out there and flip it.

If you use a bolt and not a shear pin, use the softest bolt made. The shear pin is there for a purpose and the gear box could be damaged if the pin is too hard to shear.

Doesn't matter in this case. The yoke is splined like it should be and the bolt is just to compress the yoke so it tightens the shaft. The PTO shaft also has a slip clutch that protects the drive train.

That slip - clutch looks used and needing of a "run in" for it to work properly....i.e. protect your tractor. Yes, just a bolt is needed to tighten the slip-clutch to the tiller. The other end of the PTO shaft should have a spring loaded bolt to attach to the tractor.

Did I say that right?

The clutch acts as the shear pin, put a good-grade bolt and lock nut to hold tight on the gearbox spigot

Yep! Make sure that thing slips, this is something you're technically supposed to do every so often anyway (yearly for most uses) although a lot of us don't when we ought to.. A good reminder.
