Is this a common problem with hydrostatic transaxles?

Hydrostatic transmission on a lot of mowers and tractors are factory set to move slower in reverse vs going forward but should have similar tractive effort in both directions.

yes but this one has no power at all in reverse.

Granpa backed up and ran his grandchild through the mower deck and parents sued. So, deck turned off and turtle reverse.

No power in reverse is not normal. Have you confirmed that the reverse linkage is intact and rotating the control shaft? Forward linkage rotates shaft one direction, reverse opposite direction. Since that tractor is getting older has the linkage worn or is something blocking the movement.

That model might have relief valves for forward and reverse. Possible reverse relief is stuck open.
