Maybe, but the early GC2300s with the Iseki 3cyl did not have a tachometer. Snowblowing or chipping, 20 years of wide open throttle, no issues.I normally run mine in the green zone too if needing the slightly more power or speed. . .
If I remember right you have the 23 HP version, I have the 25 HP version ... The only difference I believe in the engine is the fuel supply screw adjustment is set less than mine, and you have a different tachometer ...

So if I can run mine to 3100 RPM regularly, I don't see how even if you could get yours that high, that it would cause a problem like you have, not saying you have even tried to push the RPM's just that these little engines are designed for much more than they are setup for .
