It is private enterprise that is building these offshore windmills and they don’t consider them to be failures. I assume that their business plans are projecting their projects to be profitable.

The profitability of electric generation is very complex and heavily dependent on regulations. Often wind and solar plants are given a mandate to purchase meaning the utility has to buy all the output whether it is needed or not. In other cases they have a guarantee on price in a competitive market. Because of this, nuclear plants sometimes have negative prices - they pay to have the power taken so they don't have to shut down.

That may be true, but businesses make decisions based on estimated profit and risks every day.
