The Federal Government has deep enough pockets if their carriers gets attacked to resolve anything needed-- again, demanding that has nothing to do with ensuring the safety of their carrier
That doesn't matter. If your negligence- in this case keeping an at-risk dog- causes loss to one of their employees, you should be the person paying.

NO next you want permits for guns, cattle, goat and geese. Bad enough we need permission to collect rain water or are taxed on rain fall in places.

I am responsible for my dogs, guns and livestock but what I keep on my property is none of your concern....

Having a permit for children is a better idea

Dogs in the city can be a major noise pollution. Most dog owners are bad owners that don't train their dog to behave.
Don't give a rats behind about guns and livestock. Don't be so dramatic.
Out in the country it's not uncommon to take care of bad dogs.

Of course not but only if the dog is on YOUR property not mine and even then you need a valid reason.

Some "valid" reasons I've heard from country folks taking care of nuisance dogs are getting into trash, going after livestock, going after their pets.
I found that BB's are a great non-lethal deterrent.

I would consider those valid if any of mine were to do that on some other property. I like one chance to fix it but lethal if needed. It is what it is, my job to control my animals.

Agreed. The problem is that, particularly for those is more urbanized areas, they're surrounded by too many people who don't take care of their own.
