Tractor Time With Tim did a good video of the results of loading tires. They had scales on the front and back axle and forks on the front they weighed down. It’s very easy to over load the front axles. They had it to the point one person could easily pick up the back end. I’ve always read that loading the rear tires does nothing to counterbalance the FEL, this video proves that. They added weight on the 3 point and that really helps with taking weight off the front axles.

I have a HS 394 TYM with a quick attach pallet fork. I was moving a pallet with 33 bags at 50# per bag of mulch. The tractor kept tipping the rear wheel off the ground. I figured this to be about 1650#, is this too much front weight for this tractor? Do I need more weight on the rear?

Just having a look at "Tractor Data", that loader is good for a ton of lift at the pin. About 2/3rds of that in a bucket.
Using forks would put the load out away even more.

The loader frame may be at the limit with that 1600# payload. Just something to consider.

Several loader manuals recommend a 3pt counterweight in pounds, that works out to about 2/3 to 3/4 of the lift capacity.

It sounds like you need more rear ballast. Either a heavier implement, or something purposeful; I would imagine you want about 1k pounds back there.

Also, consider filling the tires- it's fairly cheap weight to keep the machine planted.

About 600-800 lbs (or more) of ballast on rear can help stability....Your brush hog is probably about 1/3 the weight you actually need....

Also widen rear track if possible... Either by rearranging rear wheels if possible or wheel spacers....

Your CUT only weighs 3,020# wo/FEL or cab. That 1,650# pallet weighs more than half the tractor. The length of bucket + forks puts the center of load approx. 4' from the pins. IMO you're gonna break something expensive.
Get a bigger tractor for this project.

Weight in the tires will reduce the tendency to lift the back wheels in that case. As others have said, an implement on the back will do that, and reduce the pressure on the front axle.

The lift curve is 2000 lbs at the pins, at full height. Further out reduces it, but keeping in low increases it. In general, keep the weight low.

Do as others suggested, load the cutter. If this will be a regular thing, I would experiment with how much ballast you need to be safe.

Is it too heavy for your tractor?

Yes. It is too heavy for your tractor. Not only that you're being hard on the front axle's support because it is now supporting the weight of your tractor AND your load.
