If you have the telescoping wheel, NH is known for the lock knob in center of steering wheel becoming rusted and inoperable. Mine is rusted tight. Possible rusted loose?
I doubt it's the wheel coming loose on the shaft. More likely the shaft is slipping up the column and coming free of the steering valve below. There's no breakdown on the steering column so bushings, washers, snap rings, ETC apparently aren't available separately. It's either a complete column or fix what you have.
While your in there drill a drain hole in the steering tube. Mine was filled with rusty water and crud. The steering valve seal is leaking but after cleaning the tube and seal on the valve the leak is at an accepted level of leak.
