    Check with your local building department. My county has 3 pre approved plans that are free. Each has a complete list of building materials down to brackets and nails. The pre approved plans are super basic but there’s a lot you could do to spice it up if desired.

    I’d still try the Crossbow trick (without holes I thought you were talking larger stumps). I’ve done this with Scotch Broom and am able to easily dig out the 1-2” stump within a month or two.

    I guess it depends on the type of tree. I’ve had good success drilling a bunch of 3/8” or so holes in the face of the stump and then filling it with Crossbow. For willows I don’t dilute, just fill the holes with a few tablespoons of this nastiness.

    I’m assuming you didn’t pay full price as a result? The same thing happened with my forks - problem seemed to be a sloppy weld up under the quick connect and a lack of quality control. My sales guy discounted them and then brought me a new one when it cam in stock.
