I have been having trouble with one of the brakes on my tractor. When I removed the cover and took the pads out
I noticed they are full of oil, also the drum is oil soaked.
I wouldnt think this is normal , is it?
Should the brake pad anchor opposite the cam and lever
pivot ?

No it should not have oil in there. Yes the anchor can rotate. If you will notice on the outside of the cover that anchor has a nut that can be loosened around a bolt with a slot in it. As the brake pads wear, you loosen the nut, use a regular screwdriver to rotate the anchor. As the anchor is rotated the brake pads spread apart to make up for the wear.

Had a similar problem with 1610D. In this instance the brake housing was saturated with hyd oil that leaked from bearing and seal behind the drum. My axle housing was cracked (very rare) and believe the original owner tried to pull brake drum off without removing hyd lift assembly and removing snap ring. Yours however is probably just a bad seal. You can free up the pivot with penetrating oil (and polish shaft with fine emery cloth).
