Terry Weather Alert: this is a really good day to get through to him. He picked up twice in a row. Just saying.
I talked to him about the accumulator theory (he nibbled, saying "hm... that could be it.") and the slow-returning brake tender. He was pretty calm about the brake tender, saying that it'll wear in. I'm going to put the new charging valve in as step 1, recharge the accumulator as step 2 (it's probably going to Terry to do that) and start to get excited if the problems persist after doing those two things.
