Hey, if you still want to make this bet, I'll bet ya a dollar against your $100. Being from Louisiana, the land of oil refineries, I know a few things about the price of fuels.
ONE. They always raise gas prices in late spring when people start driving more on vacations, etc. They always lower gas prices at the end of summer when people stop driving on vacations etc. They always raise diesel prices in fall when they change over some of the refineries from making diesel to making heating oil. They always lower the price of diesel in spring when the refineries switch back to making diesel. This had been going on every year since 1974 when OPEC first started production cuts.
TWO. Gas prices were always 10 cents below the national average here until Katrina wiped out Murphy oil refinery which was where most of our gas came from. Now our gas is usually 10 cents over the national average. When the Murphy oil refinery gets back online our gas prices will come down more.
THREE. Every year we go without more refineries being built in America and with more gas being used each year, our prices will continue to go up.
Even with OPEC and the big oil companies manipulating our prices these are the basic rules they always follow.
