When I originally purchased my 4010, it had the same type of rockshaft control system that you are discussing. It did not allow me to do accurate Box Blade work, or any other type work with the 3PH. It is basically down or up. I tried adjusting the control valve to slow the rate of travel, but that didn't work either.
I found the whole thing to be a huge pain in the butt, so I contacted the dealer and discussed the fact that the tractor had been mis-represented to me. After 2 months of dealing with Deere's regional sales rep, we struck a deal.
My 4010 was returned to the dealer, and they gave me credit toward a 4110. It has the variable position rockshaft control on it, and is a very good tractor.
My personal advice would be not to purchase the tractor unless you have the variable positioning.
