Found the problem. The glow plug controller went bad. With it unplugged the tractor does not blow the fuse and starts up fine. Now to start searching for a replacement. Thanks for the help!

Nice find!.....Now when its all said and done, make sure you come back with the 100% solution....It will help someone down the line!

Ordered the controller today for $139.60 - Part# 30H66-02300. Will update when I get it installed.

All glow plugs are good. Took the controller cover off and the relay was not deactivating the glow plugs.

That would probably do it but it means the fuse is rated kinda close to the full load of the circuit, maybe too close as far as good engineering practices go. Fuses are supposed to be there to prevent the wiring from catching fire, not to protect the load. The wire is sized for the load and the fuse is sized for the wire. Does it look like there are some contacts inside the controller welded together or something?
