I had a local mechanic come help and web bled the lines and have fuel with no air to the injectors. There is a solenoid the injector pump that is not moving. I think it is a fuel shutoff solenoid? Could this be the problem? It just clicks but won't move.

If it's fuel shut off solenoid that is not working, the tractor won't start because there's no fuel available to the injector pump. How do you know the solenoid isn't opening? If it clicks that's usually a sign that it's opening. If it humms it's not. If the fuel shut off is not opening, how were you able to bleed the injectors?
Your original post said you were not able to get the rpm above pto speed and that's usually an indication of restricted fuel flow, not no fuel flow.
The dealer replaced the pump on the right side of tractor. He said it is a mechanical pump of sorts. Tractor runs better now than it ever has. Thanks all.
