I would have to agree that it sounds like the rockshaft relief valve is either stuck open in the bypass position or the spring inside it is worn or broken setting an extremely low relief pressure. The thing that is kind of leading me down that path is you said you could hear the fluid in the line at max rpm. I'm only guessing here but at that rate you are running max gpm on the pump some is still making it past the relief and going to the places where it is actually supposed to go. At lower GPM it's all running through the relief. 700 psi seems incredibly low to me.
The FEL loader will have it's own dedicated relief so thats why your loader is operating as it should even though they are running off the same pump.
