My 1972 started running really rough and I noticed gas pouring out of the carb. Since it was the original carb (Holley) I changed to a Zenith thinking the Holley was worn out.
Now the Zenith does the same thing. The tractor will start but despite moving the throttle there is no power advance just gas pouring out of the carb. I have tried to set the fast idle screw but there is no change weather I turn it all the way in or all the way out.
I can change the fuel feed to gravity and the tractor runs fine but due to the hills around here I want the gas to come from the pump and not gravity.
I have done everything I can think of to fix this but now I'm asking the forum for help.

Have changed the fuel pump? Seems that many were made in India and had high pressure for some reason. In fact, this guy's new pump had 110-120psi! Ford 3 tractor fuel pressure - YouTube

Anyways, suspect the fuel pump. The pressure at the carb should be ~2psi. They can be had at TSC for ~$50. Cheaper on ebay, but I would want to be local in case I had to swap it out a few times. Tisco Fuel Pump, F2NN935AA - For Life Out Here

Typical failure would be something stuck under the carb inlet needle (float needle) or the float is defective. You will have to remove the float bowl and investigate.

??? Why keep bringing the float into the equation? The problem occurs only when the fuel pump is used.

I'm now thinking why even involve the pump. Since the outlet for the gas tank is the same with gravity or pump if my gas level is down then going up hill would not allow gas to flow either by gravity or pump so I may just keep the gravity hookup.

Probably wouldn't hurt, just make sure you always keep ~1/4 tank or more to be safe. If you want, you could replace the mechanical pump with a low pressure electrical. Several models with different ways of attachment and inlet/outlet sizes available:

You would have to be at a darn steep angle to get gas tank lower than carb :)
