You may be OK on warranty coverage if your dealer handles it like mine did, a problem found originally under warranty but still not completely resolved. Mine is covered though out of warranty.
I also don't have many hours, (@60), on mine partly because of this continuing problem, mainly do to other commitments. It also took me a while, being a newbie, to figure out if I was expecting too much when it was acting weakly or if I had an actual issue.
When the dealer put the first replacement pump on, I operated it for maybe 20 or 25 hours and started having same symptoms, FEL and BH so weak they couldn't pick a bucket of dry dirt up and empty bucket operations slower than when new. This first replacement pump was same as original pump. The second replacement pump made a big change in power of FEL and BH. It is supposed to be a second generation pump according to dealer. It seems that when Kioti went to the new TLB package on the 3054 they went with a larger capacity hyd. pump too handle the demand. Possibly we're just seeing Kioti resolving this issue for a new model.
You may want to query your dealer about which pump is on your unit now in addition to the hyd. hose kit fix. Also check with them on the valve unit for the BH controls. As I mentioned in other post, Kioti is replacing this too. Dealer had another new 3054XS TLB on his lot which has had the valve unit replaced by his mechanic and hose kit installed.
Glad to know Kioti's trying to get this ironed out. Mine's been at the dealer's now for three weeks this time as they try to get all the parts that are needed. Sounded like the last part required, the BH panel, is going to be in this week.
