...Long-term I'll still side with rotary IPs (on my Kubota, VWs, Polaris and generator- I've heard that some earlier Kioti rotary IPs are a bit weak).
As a point of semantics, there were two general types on mechanical injection pumps: inline (like our Kiotis) and rotary (more like a distributor. The rotary pumps had problems with the low sulfur diesel but inline pumps generally did not. The new common rail design is better (in theory) because higher pressures produce better atomization and the computer can control injection timing and volume more precisely for better combustion. But CR is a less-mature technology, especially when it comes to DIY maintenance and repair.
Now, add-on emission controls for small engines (especially engines that are not run very much) is another subject.
