That's a good way to pay retail.
If you want the best deal possible, you've got to deal with multiple dealers. Pit them against each other till you get the best possible price and no one will budge another penny. Then you consider price, locale, service, reputation, etc together and decide what the best deal for you is.
I knew what dealer I wanted to buy from, it was simply a matter of getting them to come down below the lowest price, which they did.

If he has the luxury of having multiple dealers in the area (some folks "area" is 30 miles, others is 1000) then you can absolutely run this same scenario through multiple dealers.

I was lucky, I had several JD dealers in my "area" that I called or stopped at to work up quotes. It helped to know exactly what I was looking for so I could compare apples-to-apples.

How far you want to go with the negotiations is up to each individual. IMHO you need to strike a balance; grind down too far an you'll wind up paying for it in other ways (no free hauling, lack of "perks", service times, etc.).
