lookslike the cable is adjusted all the way in. no free play left

What type/size of tiller are you using and type of PTO shaft does is it use a slip-clutch or shear pin and does it appear to be working?

Have you determined if the PTO is slipping in the tractor or a slip clutch on the implement?
I think the PTO clutch lever/cable/linkage is adjusted with the PTO disengaged.
Is traction clutch properly adjusted? Assuming it's a dry clutch..

Zebra might be right, I have 4400 hours on my 5420 and it used to till around 3000 hours with my Terranova (Green Maschio) /Maschio C205. It never slipped. I think it would be the shaft. I would tighten it tight as you cant but not super tight that its seized.

wet clutch. tiller is massive 80" wide. wieghs 1950 lbs. shaft actually stopped moving so that elimated shaft clutch. after trip to dealership and a pto dyno test a new cable was installed service manager said they have had some problems them them stretching. have used it all summer no problems
