What is the purpose of the spring, washers and cotter pin that I've circled in red? Mine are missing and wonder if I should replace them.

It probably just keeps the linkage from "pivoting/flopping" around and much and keeps everything more snug with less play. Does the engine rpm seem pretty constant/governor work well?

Yes the governor works fine. The comp spring is in place and it holds a speed.

Maybe it reduces wear over the long term. I'd say that your machine has held up pretty well as is :)

I always assumed that it was intended to keep the throttle shaft from riding up out of position. The spring would allow some axial movement which would prevent binding, as opposed to a cotter pin and washer.

agreed.. it's securing it in place and keeping it where it should be.
