Boot over the hole, then foam over the boot filling the tire, may be the cost effective, reasonably safe solution.

The tire shop repaired the tire and never mentioned the hole? I can't answer your question about the tire ply but I do have some advice about the tire shop.

They didn't notice it, and neither did I. The hole was invisible with the tire flat, and I was standing right there while he patched the inner tube, removed some thorns and inflated it. To be fair, they are more a car tire shop.

I need to find someone here that deals with tractor tires and who is knowledgeable. The only protective bands I see are for motorcycles. I feel like my best bet would be to get tubeless front tires-- if that's possible-- since Slime doesn't really work well with tubes. I wonder as well if 7.00-16 is the "right size" that has to be, or if 6.50-16 or 7.50-16 would work, as these are more common and offer more tread options, where it seems like an "industrial" tread would be tougher.

I would have them fill the hole, throw away the tube and have it filled with foam. I foamed the front tires on both of my tractors and it's been great. I used to get flats monthly, and sometimes even more often. Once the tire breaks down from a certain number of flats, the rubber in the tire is never going to be any good. But with foam, the tire will completely fall apart and you still wont have a flat tire. I've had foam in my R1 tires that are just like yours, for ten years now. They where brand new when I had them foamed because the previous tires where just not worth trying to get another ten years out of them. My tires have holes in them, the tread is breaking off, and it just keeps on going. I'll probably have to replace them in another five years, but until then, I know that I wont' have any flat tires!!

I don't know if I can afford right now foam-filling the front tires of my tractor. My wife found the price quote we'd gotten last year for filling the two-wheeled mower's tires, and that gives a price per kilogram of material, and now on the company doing it website, I see a calculator of how many kg for different sizes of tires-- 7.00-16 requires 59kg, * 2 tires * 4€/kg ~= 480€. So the plan for now is to get the hole repaired with a boot, once I find some tire shop that understands that, and then not drive on areas where brush has recently been cut!

It is not cheap...

I have small tires and spent around $350 for both fronts about 10 years ago.

I wonder if the hole could be filled in on the outside with a rubber or silicon-rubber compound (shoe goo?) after booting the tire inside? This just to minimize the chance that something sharp will find that hole and puncture the inside patch.
