Does anyone know if the lift system has any type of rate of drop control that might be not allowing the lift arms drop? It's a 3 cyl German made unit, and has had some water in the hydraulics.

The manual shows a Rockshaft Rate-of-Drop-Lever, located on top of the rockshaft housing in front of the operators seat. Turn the lever counterclockwise to increase the rate of drop, or clockwise to decrease the rate of drop. The illustration in the manual shows the lever positioned parallel with the centerline of the tractor, which I assume is 50% rate of drop. Maybe if the lever is turned clockwise as far as it will go, it prevents the rockshaft from dropping.

Look under the seat for a flat tab about 3/4" wide x about 3" long. This has threads that screw into the rockshaft housing, you should be able to turn it counter clockwise to allow the hitch to drop.
