They use winter tires, if they have studdsI don't know, have never looked at them.

It seems that (at least on youtube) that there a lot more road/municipal work done "over there" with tractors than here. That's also my impression of Canada as well.
"Over here" Medium & heavy dump trucks are the favorite of most state and local municipalities. That machine you pictured, is it a private contractor or a local Govt, and what does it do the rest of the year when it's not plowing the roads, farming?

I really don’t understand the concept. You’d have to completely redesign the tractors to make them decent on road. Stock tractors don’t have brakes good enough for road use, the steering isn’t good enough for road use, there’s no suspension, the gears aren’t high enough. The HP is way lower than road trucks, and any tires with good off road traction wears too fast on road. I’ve seen some really innovative equipment from over the pond but using tractors in place of medium duty trucks seems like a bunch of steps backwards.

Does the trailer swing to the side so he is opening a large width??

From the looks of it, it is supposed to be something like the TowPlow that is becoming common here in the US.

Ah, but large tractors over there do have brakes on all four corners, they do have a suspension for the front and in many cases, the tread they're using is like a large turf tire so they have plenty of traction.

Which makes it a not very good tractor with increased cost. Do they have a significant HP boost to maintain roar speed. Again why?

Well, a tractor is more a universal tool than a dedicated plow truck, it's much easier to get drivers because a truck driving license is very expensive and there a a shortage of drivers, tractors needs also licence but it's relatively cheap and drivers are easy to find. And speed is no problem, you don't plow faster with a truck than a tractor, both plow around 30 - 40km/h.

And a lot of farmers finance theyr tractor by take on snow plowing in the winter.

The trailer is not a plow, it's a large rotating brush to keep the road snow free.
