You mention the Colorado River occasionally overflowing into this area.

Does it move with sufficient force to wash out the lower section of dirt that you are building up?

This area does take the overflow of the river when it jumps its bank but there is little to no flow so I'm hoping it does not wash out the dirt that I'm building up at the bottom. I'm also planning to compact it as best I can. It just fills up and then drains. This area is also heavily wooded so there is no sun underneath, which is probably why there is no undergrowth.
