Since the OP indicates "keeps burning up solenoids", One may assume there have been replacements installed.
Did the mounting position and clearances for the solenoid get done correctly.
The mounting procedure and clearances for the fuel cut off solenoid fitted to the Mitsubish K4F is strictly defined.
I can see that incorrect spacing of an internally switched two coil solenoid could lead to a failure to open the switch.
Perhaps someone with the WSM could review the solenoid mounting (rather than the testing).
