Well, it looks like B&S has changed the name of the XR2100 420cc single-cyl engine to XR 13.5, at least in the US. The model name is 25T2. They also offer a 14hp Vanguard 408cc single cyl engine, called Vanguard 400 (model name, 25V3). Dunno what they make and ship in other parts of the world, tho engine factories exist in China and other places. You should find the model name on the maker plate. Does is say 25T2?This one has the XR 250000 motor in it not the 210000. The spark plug has the B & S logo on it so who knows what it is.
Neither engine is a Honda clone, tho some clone parts, like carbs may fit. The Honda clones in the US now go all the way up to 500ccs, tho factories in China have yet to clone the top-of-line EFI Honda single cyl engines, as I have found anyway. The engine I put in my mini-X is a 420cc Chonda from Duromax (China), and is rated 16hp. It has worked flawlessly.
Honda, Kohler, Briggs, and Chonda are the 4 1-cyl choices for EPA- and CARB-legal engines in the US. Kohler seems to use the most robust internal engine parts that I have seen of these brands. Both Honda and Kohler are very expensive, and have thumpers with EFI, up to 390cc and 429cc, respectively. B&S has an EFI thumper with 408cc. If EFI was not so expensive, I would have one.
