This is correct, a seperate ground is required by code when a distribution panel is located away from the meter main. It will work without it using a ground rod, but as mentioned for the little added cost I'd do it right. Standard spacing between burried service is 12". Its possible to bury water, gas, phone, cable, and elect in a common trench so long as 12" seperation either verticle or horizontal in maintained. Potable water and sewer must be in seperate trenches though.
