Unless the pulley is wobbling there is nothing to do there being as it is bolted up to the shaft it should be running true to the shaft. Shimming is the only way to correct the cant of the pulley and shaft to the lower pulley that I can think of.

195F is pretty hot.

I actually have the canting issue solved. There’s no canting anymore. It’s just that the bottom pulley sticks out to the left about 3 mm more than the pulley on top. It looks like you can unbolt these with the hex screws. I’m wondering how much adjustment on the shaft is possible in order to move that pulley in or out on the shaft the proper distance to line it up with the top one and make the two pulleys lineup better.

Considering that the pulley assembly on these is a two piece unit, the hub on the shaft should allow for some wiggle room to move it in or out some and since you are looking for about 3/16 I think there would be plenty to allow for that.
