The Constitution places limits on the federal government. The states can do what they want.

The Second Amendment applies to the states as well as the federal government.

The Court held that the right of an individual to "keep and bear arms" protected by the Second Amendment is incorporated by the Due Process Clause of the Fourteenth Amendment and applies to the states. There isn't anyone "packing heat" in the UK except criminals and terrorists. Not even the average policeman. They have to call in a SWAT team when they need a "good guy with a gun". How stupid is that? Very in my opinion. Yet northern Ireland police carry sidearms.

I suspect that they meant that someone with no criminal record purchased it out of state then committed a crime vs someone with a criminal record buying it illegally.

I'm well aware having lived there twice. Bottom line is that despite a few criminals and terrorists with guns, the firearm homicide rate in UK is far far lower than in USA.
