See Windows Services - disable Error Reporting Service, or set it to manual start instead of automatic.

Agreed. Your home page is currently set to the automatic download of the windows 7 upgrade adviser. It's not trying to upgrade you to windows 7, but it is trying to download/install/run a program (upgrade adviser) which examines your computer to determine if you would be able to upgrade. Something is causing this to fail. Even if you wanted to take the time to sort out why this is failing, you most likely do not want to run the upgrade adviser every time that you start IE, so switch to a different home page and skip the part about trying to fix the error. Blank screen is my favorite. nice and fast. you could also set it to TBN :)
