If you're basically just using a web browser, then I don't see how a different operating system would impact you that much.
The last time I checked (quite a while ago) a MAC cost about twice a much as a Windows PC with similar processor, memory, and hard drive.
IMO, the solid state hard drives are the biggest game changers for PC performance in recent years. Since it also removes the moving parts from the hard drive component, I would expect it to also impact lifespan.
I would forego the ssd drives and go straight to the m.2 drives...much faster, more reliable and much longer lasting (more reads/writes). I love mine.
