Item 19 are the grease fittings (nipples). Item you marked is for the gear oil - this lubricates the exposed gears shown, inside the gearbox. If you have a drain, then it will be for draining the oil out. The gearbox on my snow blower has the upper plug as a vent (plug with tiny holes drilled) or breather fitted. You could drill out the plug with very small drill if you feel inclined. If you shaft seals are worn you will see some evidence of oil in the fan housing of the blower.

The item #21 does already have holes in it for vents so I am all set there. So you are saying i added gear oil in the correct spot, I just need to drain out the excess because the plug #18 is where I am being told the level needs to be at. Currently the entire gear box is about 75% full of gear oil. So removing plug #18 and allowing it to drain would get me to the correct level. Does that all sound correct? I wouldn't have thought that was enough gear oil but if the manufacturer is telling me #18 is the level check plug, i should believe them.

I would say you are on the right track. Many cases just trust gear lube would reach the worm bearings but yours with zerks that grease through the bearings will be a good set-up. I would think 2 pumps each twice a year would be enough grease.
