23 years for my western Washington county's Public Works Department doing design, construction inspection, materials testing, plan review, and determining the best method when the original plans just are not going to work for roads and bridges.

Last year one of the roads that we were repaving had a similar problem as you are describing. Before deciding on the best fix we did the investigation that I previously suggested, and saved a lot of money because it was determined that the lower layers were fine. We removed the bad portions of the top layer and patched it and then paved over the entire road rather than removing the asphalt full depth.
