No you need water in the hole you are drilling. It cools the bit while it is turning, adds some lubrication and carries away some grit/swarf. Just dipping the bit will only keep it cool, which isn't bad, but not a huge benefit. If you can really flood it with water that helps more, but is a bit sketchy around electrical tools...
