My older NH has a brake on the PTO shaft, it cannot be turned and that is normal. I've honestly never tried Roy's suggestion of engine off and PTO engaged.
My Deere 4400 has a PTO brake too. The 4400 has a lever, mechanical linkage and there is supposed to be a neutral position (although I've never found it). However, the tractor's PTO stub shaft will rotate 25 degrees or so (either direction) and allows a fairly easy PTO drive shaft attachment...
My suggestion was based upon my thought that turning the PTO on may disengage the PTO brake
