B1550 Brake Problem

My father has a B1550. For years now the brakes lock-up has soon as you step on the brake pedal. Basically, the brakes are either fully on or fully off. Any idea where to start on this?

Brakes that grab like you are describing are usual a result of damaged or destroyed friction material (pad/lining). With a ruff metal to metal surface it will just lock up... this will eventually destroy other parts repair it now while the cost is low... KennyV.

If it is a hydro they often don't get used and lubricated and they rust up from lack of use.
