Even if this is a defect in the product, and a blatant one at that, I think it's pressing it to expect Kubota to jump in and fix it 10 years later.
Regarding the drill hole, maybe it's just too small? Perhaps you could enlarge it, then properly hone out the spools and put it all back together - basically do correctly what the dealer attempted to do.
Another option would be to ask Kubota to split the cost of the valve with you. It would probably mean them giving you the valve at cost, but you wouldn't be asking them to reveal their cost.
