B3200 Fuse Block Question

As shown in the attached pic, 4 fuses (shown vertical) are clearly marked for their purpose.
The 3 horizontal slots are filled with the appropriate size fuses, but no purpose shown.

Are these spares?

Yes, most fuse blocks have room for spares.
