Seems to me that it produces precisely what is claimed. 33 Gross HP is 33 gross HP, which is what is stated in the sales brochure. 27.0 PTO HP is 27.0 PTO HP, which is what is stated in the sales brochure.
I fail to see how anyone can interpret this to mean that the engine does not produce the HP, gross or PTO, that Kubota claims that it does.

It happens when viewers assume that Gross HP is what the engine is applying to the driveline. That's not the case. Net HP is. So the unknowing thinks they are getting a 33HP engine to do their tractor work. That's simply misleading. Intentionally misleading. 10% misleading. We as customers have proven to manufacturers that we will accept 10% deception. "That's how we want it. So that's how we get it". (Cool Hand Luke movie line)
