Backing out rusted up Torx bolts ??????

With all due respect, if you have re-decked many times, but have used the same method each time, you only have the experience of one re-decking.

If you haven't tried Aero Kroil or a similar quality rust chemical (I haven't had good luck with PB Blaster - better than nothing but no better than WD 40 in my experience), then you really can't say which method is better. I tried several different methods (including chisel and hammer on the bolt after the board was split and removed), and settled on using a chemical rust agent and the butterfly driver as the quickest and easiest method.

It is possible that for reasons unknown, the chemical worked in my circumstances but won't work for anyone else.

How do you apply this Aero Kroil with the decking in place?

I used the aerosol and sprayed from the underside of the deck. It penetrated up to the top of the threads, and was fairly easy to use on the bolts that were not accessible to the cut-off wheel. If you turned the trailer over (not an option on a 53-foot shipping container), it would be easier still.
