If it leaks while sitting, that would be the shaft seal. The oil level should be below the case half gasket.

the crank shaft seal can usually be easily replaced without any engine disassembly, removed from the outside

The hard part of this is going to be getting the clutch and sheave off to get to the seal.

I don’t find removing the clutch & pulley much of an issue but I don’t lay on the floor anymore, I have a lift
Drain the oil, remove engine & lay on work bench to replace seal
I use a small manual chain hoist to lift engine from mower or get someone to help lift off mower

There is no 'pan' gasket because there is no pan. The lower half of the motor block contains the lube oil and as stated above, the seal is replaceable from the outside bottom. Only time I've ever heard of failure is from over filling and a quart of leakage sounds to me like other issues not the seal.

Sure the lower crankcase half isn't cracked????

I believe you have to remove the pto clutch before the engine can be removed.

Yes the clutch and pulley needs to come off first
Shaft seals usually wear from age

Some come off of their own free will but if you do enough you’ll find older ones that can quite stubborn.
